PENALTIES for convicted child killers in Queensland are being labelled "a soft cop-out", as statistics show shocking numbers of defenceless young children are reported to be victims of murder or manslaughter every year.

Since 2012, at least 24 babies and toddlers (under the age of four) have been reported to police as victims of murder or manslaughter.

The figures, obtained exclusively by The Courier-Mail, come amid renewed calls for a royal commission into child protection and for special sentencing provisions that would allow judges to impose tougher sentences on child killers.

Child safety advocate and Bravehearts founder Hetty Johnston said she was not surprised by the figures and made a renewed plea for a royal commission into the family law system, describing it as "carnage".

"I've never seen anything more horrific than what's going on in our family law system," she said.
